Last year, NATO established a centralized and unified combat command system for the war against Yugoslavia. The Supreme Allied Command Europe served as the combat command organization and unified the command of the entire air strike operation. Clark served as the supreme commander. As early as 1998, NATO had drawn up three plans for fighting against the Federal Republic of Yugoslavia. In the end, NATO chose the air strike plan, which included five stages: deploying air combat forces and weapons to the European theater; establishing air superiority over Kosovo; attacking military targets in Kosovo and the Federal Republic of Yugoslavia troops south of 44 degrees north latitude that could reinforce the Serbian forces stationed in Kosovo; expanding the scope of air strikes to attack various high-value military and security force targets throughout the Federal Republic of Yugoslavia; and redeploying troops as needed.

Before the war, NATO spent nearly a year to assemble a large number of military forces. The US Navy assembled in Europe and the Mediterranean last year, and the US Air Force in Europe also gathered at the Aviano Air Force Base in Italy; the naval and air forces of other NATO member states also began to make various preparations to participate in the military intervention in the Federal Republic of Yugoslavia.

Before the outbreak of the war, the United States had been sending additional troops from its homeland to Europe, including 4,000 troops to Macedonia, and transporting a large number of personnel and equipment to the Greek port of Seranic.

Based on long-term preparations, NATO replenished a large number of weapons, equipment, ammunition and equipment to the combat bases through various means of transportation for more than a month before the war. In order to ensure the smooth progress of the war, the US military mobilized a large number of maintenance personnel and engineering technicians to various combat bases before the war.

As early as 1997, Yugoslavia began to expand its strategic material reserves. In response to the deterioration of the strategic environment, Yugoslavia used its precious foreign exchange and gold to purchase a large number of weapons and equipment and materials even though the economy was in recession. It also established more than 20 large strategic material warehouses, storing a large number of ammunition, equipment and other military supplies.

In addition, Yugoslavia also mobilized a large number of reserve forces, recruited people under the age of 65 to join the army for training, and the number of reserve personnel reached more than 400,000.

The Federal Republic of Yugoslavia has made all military preparations and built a military defense system, whether it is on the ground or in the air, or from the Mediterranean direction.

The Federal Republic of Yugoslavia warned Greece, Italy, Switzerland, Germany, etc. that once the war started, the missile forces of the Federal Republic of Yugoslavia would attack them.
